Have a clearly defined mission, explain the use of the money to your donors, create enthusiasm, and advertise heavily. If your mission is a worthy cause then you will raise money.

Yeah your def going to have to have a business plan first. You need to find your targeted audience and build way of marketing this. Even though its a charity it is still a business. Best is to try and get celebrities to donate things for an auction and then have a dinner/auciton.
